Cooperation with RES-POL: Pixelated Realities contributes to strengthening Ukraine’s institutional capacity in the field of cultural policy

The RES-POL project, which focused on four main sectors of culture, namely art, cultural heritage, creative industries and media, has recently been completed in Ukraine.

In particular, the final stage of the project saw the creation of an expert group that developed strategic documents regulating the security and evacuation of movable cultural heritage under conditions of martial law. Iana Boitsova, co-founder of the PO Pixelated Realities, was involved in the RES-POL project as a meeting moderator and expert on digitalisation.

Throughout the RES-POL project, Iana Boitsova, under the guidance of Olga Sagaydak and Oleksandra Kovalchuk, participated in the development of an analytical report on the movable cultural heritage sub-sector, the creation of a strategic brief with recommendations on digitisation policies for the Ministry of Culture and Strategic Communications, and the formulation of proposals for regulatory legal acts on evacuation and security protocols for cultural institutions.

A significant part of these proposals was incorporated into the Culture Development Strategy in Ukraine 2025–2030, specifically Strategic Goal 2: Protection, preservation, enhancement, and use of the potential of cultural heritage and cultural values, including Operational Goals 1 and 3 — underscoring the practical value of the expert team’s contributions.

According to Iana Boitsova, it is particularly important to integrate new mechanisms for the management, preservation, and evacuation of cultural assets into legislation. In particular,  in addition to the need to optimise existing storage facilities and search for new ones, develop algorithms for assessing risks and evacuation priorities, it is necessary to ensure the digitisation of non-transportable and already transported objects and the secure storage of data.

“The proposals of the expert community must be taken into account in state regulatory and legal acts. This is the key to preserving national cultural memory, even in conditions of martial law,” emphasized Iana Boitsova.
